Q. WHAT IS THE RESOLUTION OF 84-4085 METER ON 400mV range

A. Hi Jim, thanks for your question. 0.01mV is the resolution on the 400mV range.

Accurate and well built

For the price it was the best value 5½ digit bench multimeter. I purchased it to measure millivolts to 2 decimal places. It does that fine with the 400 mV setting to an accuracy of 0.025% of the voltage you are measuring plus 5 resolution counts. But the 4V ac true RMS setting is considerably less accurate. They quote 0.4% + 30 resolution points which is 0.4%+0.3mV. It was just slightly less accurate than that a low voltage. But once you get to know what it can do it is wonderful. The RMS takes a while to calculate and settle. It is a serious piece of kit. Would definitely recommend it. They say that the do not include alligator leads due to some EU regulation. I look forward to not have to obey those in the near future.
